The Emergency Load Curtailment Program (ELCP) is a TVA-directed plan used during extreme demand. This map shows how ELCP events would be implemented in our service area, allowing customers to see which cycle they would be in if a temporary service interruption occurs.

TVA ELCP Steps

The TVA Emergency Load Control Program (ELCP) is a controlled system to reduce electricity usage when demand is high or supply is limited.

STEP 10: In-House Load Reductions

TVA and utilities like BrightRidge reduce electricity use at their own facilities. Actions include reducing lighting, adjusting thermostats, and other operational measures.

  • No impact on customers at this step.

STEP 20: Public Appeal for Voluntary Load Reductions

Customers are asked to reduce electricity usage voluntarily. Suggested actions include:

  • Adjusting thermostats
  • Delaying use of large appliances
  • Turning off nonessential lights and electronics

STEP 30: Last Action to Avoid Load Curtailment

TVA ensures all voluntary measures are in place. Utilities confirm that all safe actions to reduce demand are being implemented. This is the final warning before controlled interruptions begin.

STEP 40: Partial Curtailment of Large Firm Loads

BrightRidge works with its largest commercial and industrial customers to reduce their electricity.

  • Goal: reduce system demand before affecting general customers.

STEP 50: Interruption of General Firm Loads

TVA directs utilities to implement temporary service interruptions on the grid. General customers may experience brief, controlled outages according to scheduled cycles.

  • This Step will impact residential customers’ service.

STEP 60: TVA Emergency Interruption of Firm

TVA takes more aggressive measures to reduce load across the system. Additional and longer interruptions may occur to maintain grid stability.

  • This step is extremely rare and only used to protect the reliability of the system.

No. Rolling cycle outages under the ELCP are planned and controlled interruptions. They are part of TVA’s load reduction program and are not caused by a fault or equipment failure. Reporting them as an outage is unnecessary. However, if your outage lasts longer than the stated cycle time, please report that by using the SmartHub app or call 423-952-5000.
