JOHNSON CITY – On Sunday, October 18, a rolling roadblock and traffic detour are planned on North Roan Street and State of Franklin Road to allow ongoing utility maintenance while protecting motorists and utility crews. Rolling roadblocks allow traffic to be slowed or temporarily stopped while critical utility infrastructure is replaced.
